From Voice of America: "British voters in two cities are voting Thursday in parliamentary by-elections seen as an early test of Prime Minister Tony Blair's popularity after an official report called pre-war British intelligence on Iraq seriously flawed.
Polling began in Birmingham and Leicester, both strongholds of Mr. Blair's Labour Party. The parliamentary seats became vacant after the death of one legislator and the retirement of another."
